The land was identified in 2018 as having potential for future development. Working with the landowner (a family trust) and their legal advisors, it was decided that the appointment of a strategic land promoter was the appropriate strategy.
We prepared a project brief, along with a planning summary and approached a number of strategic land promoters. We received 13 proposals from a mixture of regional and national firms.
After a rigorous shortlisting process, we whittled the list down to five parties, which we interviewed alongside the landowners. After a round of ‘best & final’ offers, the decision was made to instruct Richborough Estates.
A Promotion Agreement was signed by both parties in July 2020 and Richborough began promoting the site through the local plan. During the initial promotion period, all parties saw value in bringing in neighbouring land, being promoted by Lone Star Land, as it made for a more comprehensive scheme, and had benefits for both parties.
A planning application went before Cherwell District Council on the 9th March 2023 for ‘the erection of up to 230 dwellings, creation of new vehicular access from Camp Road and all associated works with all matters reserved apart from Access’, with a recommendation for approval and was refused. An appeal was lodged, and Outline Planning Permission as was allowed on 5th March 2024. The planning consent was then challenged through the judicial review process, which has recently concluded.
